If you are in immediate danger, you should call 999. You can report non-urgent incidents by calling 101.

We work with council tenants to resolve anti-social behaviour (ASB) issues. We also have a responsibility to take action if council tenants affect private tenants or owner occupiers.

There must be a Cardiff Council tenant involved in an incident of anti-social behaviour for us to investigate.

Council tenants

If you are a council tenant and are being affected by the anti-social behaviour of another council tenant, you should report this to us.

If you are unsure if the other person is a council tenant, please still contact us.

Anti-social behaviour can take many forms. These include:

  • harassment and intimidation,
  • youth annoyance,
  • threatening behaviour,
  • rowdy behaviour and
  • loud music.

Some incidents will appear more serious than others but if you are a tenant and feel it is important, report it so we can investigate.

Our aims include:

  • Not tolerating anti-social behaviour by or against our tenants, and their families
  • Putting victims first
  • Making sure tenants and leaseholders know the behaviour expected of them
  • Making it easy to report anti-social behaviour
  • Treating reports of anti-social behaviour seriously and professionally
  • Carrying out a careful and thorough investigation
  • Providing realistic expectations
  • Supporting perpetrators to change their behaviour
  • Taking appropriate action at the right time
  • Working with others to prevent and tackle anti-social behaviour

We work with a number of different departments to take a holistic view of anti-social behaviour. These departments include Tenancy Management and Tenancy Sustainment, Caretaking, Responsive Repairs and Children and Adult Services.

We also work with outside agencies such as South Wales Police and support agencies.

Making a complaint when experiencing anti-social behaviour

You can make a complaint or record an incident by contacting us. We will treat your complaint confidentially.

We will need you to provide your name and address, and the details of the incident. Please be aware that we will not reveal your identity at any time.

If you choose to make an anonymous complaint, we will not be able to fully record and look into your complaint. We will not be able to tell you of any action we intend to or do take.

We also hold surgeries in Hubs, where you can speak to an officer. To find out more, please call us.

Once a complaint is made

Once an incident has been reported, we will contact you to gather more information, and to make sure we understand the issue and your needs. The officer will then create an action plan with you and agree next steps.

You will be offered a referral to Victim Support. This is a dedicated support service for victims of anti-social behaviour. It provides ongoing emotional support to help victims cope with the effects of crime or ASB and can advocate with other services or organisations if necessary.
